This is a refined version of the content from #2057. As the main parts were specific to
BuildElementplugins, I've added those parts to a new 'Build steps' section in the recently addedBuildElementdocumentation. The part of fetch being followed by build is not specific toBuildElementbut already covered by the Queues section on the Scheduler page, covering all scheduler queues and including visual representation. And the YAML paragraph is covered by the project format documentation. I've addressed the review comments from #2057.
